Vineyard Gazette article "Relations Among Oak Bluffs Selectmen Break Down Again"- conservation commission member Robert Culbert told selectmen that commission cannot extend state of emergency it declared over Farm Pond in early September
- work was not completed before October 5 deadline
- board must now follow "standard procedures" to rectify pollution problems
- promise from someone to do the work free fell through and no money from board of health for backup plan
- notice of intent needed from selectmen, followed by public hearing, and issuance of "order of condition", then work can proceed
